Don't make him do it. If the players cannot work it out with the DM's assistance, open season may be called on both players. Alternatively, a duel may be called. Play within the spirit of the rules. No one will attempt to impersonate the DM, or find his super secret stash of player information. No one in the game should ever fear for their safety. Avoid physical contact, do not place bombs in a car that will detonate while the mark is driving, and other bits of common sense. Do not be rules lawyer.
Safe Havens 1. Government Building 2. Places with armed security 3. Places of Business for your mark.
Anywhere with 'Heightened Security Measures' 5. See the list of houses that are safe havens, remember that if you give your house up as not being a safe haven it only costs $3 to enter.
Who You Can Kill 1. The player who has you as their mark. If you kill someone thinking it was your assassin, open season will be declared on you, and anyone may kill you. Anyone showing a weapon. When that weapon is put away, the player is no longer available as a target.
